تأسست جامعة اسطنبول كولتور (İstanbul Kültür Üniversitesi - IKU) في مدينة اسطنبول عام 1997 بمبادرة من مؤسسة كلية كولتور للتعليم (KEV) بموجب القانون رقم 4281 الصادر عن البرلمان التركي بتاريخ 9 يوليو 1997. تعود جذور المؤسسة إلى عام 1960 حين تأسّست كلية كولتور، ثم تطوّرت إلى جامعة بعد سبعة وثلاثين عامًا. بدأت الجامعة نشاطها في العام الدراسي 1997–1998 بثلاث كليات و157 طالبًا و32 عضو هيئة تدريس، ونمت لتصبح من الجامعات الخاصة الفاعلة في اسطنبول. تضمّ الجامعة 8 كليات هي: العلوم والآداب، والتربية، والفنون والتصميم، والقانون، والاقتصاد والعلوم الإدارية، والعمارة، والهندسة، والعلوم الصحية، إضافة إلى مدرستين مهنيتين. تتوزع برامجها على 59 قسمًا وبرنامجًا أكاديميًا. تقع الجامعة في الجانب الأوروبي من اسطنبول. تستقطب الجامعة طلابًا دوليين وعربًا، وتُعدّ خيارًا جيدًا للطلاب الراغبين في الدراسة في تركيا في جامعة شاملة بتخصصات متنوعة في قلب اسطنبول.
